The most damning aspersion that can be lobbed against any person, or the exposure of “secret government activity,” overwhelmingly is “Conspiracy Theorist.” That pejorative ‘handle’ is equated with imbecile mind-activity with aspersions often suggested as ‘tin hat wearers’. Well, step aside all you doubters and listen up carefully to what took place in the halls of Congress on May 14, 2014 regarding the weather modification system known as HAARP.
In the YouTube below Senator Lisa Murkowski (R-Alaska) asks some pointed questions about HAARP. However, readers may not be surprised at the answers, but the mainstream media ought to be wiping oodles of egg yolk from its collective face.
In the report “Air Force Admits Weather Control via HAARP and New Tech,” David Walker, Deputy Assistant Secretary of the Air Force for Science, Technology and Engineering, very-matter-of-factly states that they took over from the Navy and will be moving on
to managing the ionosphere, what the HAARP was really designed to do, to inject energy into the ionosphere to be able to actually control it… [CJF emphasis added]Furthermore, the U.S. Air Force intends to dismantle the High Frequency Active Auroral Research Program (HAARP) in Gakona, Alaska, by or during the summer of 2014! [1]
Built at a cost of more than $290 million, the site has 180 antennas on 30 acres that are used to direct energy into the ionosphere, which is 55 miles to 370 miles above the Earth, and monitor changes in the flow of charged particles. Stevens was the godfather of HAARP, which he helped start two decades ago with annual earmarks slipped into the defense budget. [1]It seems that no research facility can be found to take over the HAARP Alaska facility. Could that be an indication that the weather modification system is regarded unfavorably? I find that as a possibility and extremely interesting, especially in view of all the technology that was invested and built into it. If no one wants to continue operating HAARP, will the State of Alaska be interested in it for education research purposes? But then, maybe HAARP-at-sea-ships, i.e., the Tesla Weapon Platform SBX-1, probably will be the most effective ‘on-site’ HAARP facility rather than one remotely stationary on land.
However, there are numerous HAARP facilities in other countries around the globe that the Tesla Weapon Platform SBX-1 possibly could interact with. But then, we have to wonder what Assistant Secretary Walker was referring to when he stated that they got out of HAARP Alaska what they wanted and were moving on…moving on to what?
May 2nd, 2014, I published “What’s With the Weather and Chemtrails?” Readers may want to review in light of the latest “bombshell” acknowledgement by Walker at a Congressional hearing.
Conspiracy theories and theorists truly have been vindicated about HAARP.
Knowing the dogged research we, who are proclaimed ‘tin hat theorists’, perform and circulate, this writer feels extremely confident that other information regarded as ‘conspiracy theories’ about vaccines and other ‘sacred cow’ secrets also will be vindicated at some forthcoming date—just when, who knows—since it all depends upon who has the integrity to stand up and tell the facts of what’s been going on that the U.S. media, press, TV, and controllers won’t permit be made public until it’s too late to get objection going to stop the destruction of the planet and humankind.
It’s graduation time, theorists. Throw your tin hats into the air and let them fall wherever they may land. Hopefully, they will land on some mainstream media journalists’ heads so they can wear them and become empowered to tell the facts of what’s really going on.

Poisonous Chemtrail Rain is Killing our Trees
Whether you call it stratospheric aerosol geo-engineering, weather modification, or chemtrails, the poison that is raining down on our soil, air, and water is killing our trees. We must put a stop to this chemical poisoning.
Trees are absolutely vital to human and animal life; they provide shelter, shade, clean air, and also keep soil from eroding. They are also one of the biggest carbon sinks on the planet, along with our oceans. Fruit and nut bearing trees provide food for us, and thousands of trees provide medicinal compounds that can tackle everything from halitosis to cancer.
Native American Indians used to do rain dances so water would fall from the sky and nurture their crops; now, the weather control technology that the US government is currently utilizing is killing almost everything in its path, and is nothing like its Indigenous predecessors’ techniques. While some people continue to deny that chemtrails exist, evidence of them being sprayed is everywhere. In a video of chemtrail criss-crossed skies in New England, you can see almost blanket coverage over what was once a cerulean atmosphere above us.
Children used to ask – ‘why is the sky blue?’ Soon, they will be asking why it is always white like cotton.
Though the atmosphere is being changed in highly CLASSIFIED acts conducted by our government and NATO countries as a DARPA-sponsored program, the evidence of this insane spraying is everywhere. Chemtrail damaged soil also means that important microbes and bacteria that keep our trees healthy are killed. The foliage of our trees is looking sick and damaged all over the US. Reports are coming in, far and wide, from Halifax, New Jersey to Orlando, Florida.
Allan Buckman, a biologist with the department of fish and game for 38-years, discusses the damage to trees and plants extensively in a video exposing chemtrails. He says that the trees he sees are not suffering from SOD, or sudden death syndrome. It looks like solar burning or freezing, but it is actually chemtrail damage.
All this, while biotech plans to plant more GMO trees – sounds like a grand plot to exploit Mother Nature until there is nothing naturally occurring in the genome of her creatures any longer. Some say chemtrails and EMF are meant to block an evolutionary leap wherein all of mankind will wake up and stop taking the bullying of the 1% any longer. Regardless of the true reasons for weather modification, the technology of chemical aerosol spraying ( chemtrails) is killing the planet.

International Law Encourages Use of Geoengineering Weather Modification

According to a new study due to be published in 2014, Geoengineering field research is not only allowed, it is encouraged.
The study was authored by Jesse Reynolds at Tilburg Law School in the Netherlands. Reynolds researched the legal status of geoengineering research by analyzing international documents and treaties.
Geo-engineering is the science of manipulating the climate for the stated purpose of fighting mad made climate change. These include Solar Radiation Management (SRM), the practice of spraying aerosols into the sky in an attempt to deflect the Sun’s rays and combat climate change.
According to a recent congressional report:
“The term “geoengineering” describes this array of technologies that aim, through large-scale and deliberate modifications of the Earth’s energy balance, to reduce temperatures and counteract anthropogenic climate change. Most of these technologies are at the conceptual and research stages, and their effectiveness at reducing global temperatures has yet to be proven. Moreover, very few studies have been published that document the cost, environmental effects, socio-political impacts, and legal implications of geoengineering. If geoengineering technologies were to be deployed, they are expected to have the potential to cause significant transboundary effects.In general, geoengineering technologies are categorized as either a carbon dioxide removal (CDR) method or a solar radiation management (SRM) method. CDR methods address the warming effects of greenhouse gases by removing carbon dioxide (CO2) from the atmosphere. CDR methods include ocean fertilization, and carbon capture and sequestration. SRM methods address climate change by increasing the reflectivity of the Earth’s atmosphere or surface.
Aerosol injection and space-based reflectors are examples of SRM methods. SRM methods do not remove greenhouse gases from the atmosphere, but can be deployed faster with relatively immediate global cooling results compared to CDR methods.“
Reynolds’ study will be published in the Journal of Energy, Climate and the Environment around the same time that the Intergovernmental Panel on Climate Change presents its Fifth Assessment Report. The study continues the calls for an international body to regulate the controversial weather modification techniques.
Some believe the answer is international agreement for international tests but low-risk domestic research should continue to assist in the overall decision of what to do with geoengineering.
One of the many dangers of manipulating the weather are the loss of blue skies. According to a report by the New Scientist, Ben Kravitz of the Carnegie Institution for Science has shown that releasing sulphate aerosols high in the atmosphere would scatter sunlight into the atmosphere. He says this could decrease the amount of sunlight that hits the ground by 20% and make the sky appear more hazy.
Although a number of authorities have warned about the dangers of geoengineering techniques, the risks are seen as secondary to the perceived risks of climate change. The interesting thing to note is that although proponents of geoengineering hail it as the solution to climate change and sustaining life, studies show that geoengineering could actually have the reverse effect of heating the Earth.
According to a recent study published in the Journal of Geophysical Research: Atmospheres, if geoengineering programs were started and then suddenly halted the planet could see immediate rise in temperatures, particularly over land. The study, titled “The impact of abrupt suspension of solar radiation management”, seems to indicate that once you begin geoengineering you cannot suspend the programs without causing the very problem you were seeking to resolve.
As the dangers around this technology begin to emerge, some critics believe there is more than meets the eye. A growing group of concerned activists believe the SRM programs are not only in the developmental research phase but are currently active. Weather modification techniques in the form of cloud-seeding programs are active in China, for example. With researchers warning that the very initiation of geoengineering programs could cause global temperatures to rise it does make sense that governments would work to keep quiet about domestic geoengineering programs. Geoengineering in one country could cause drought in another part of the world after all, and no government wants that responsibility.
Despite the claims that these programs are still in their research stage there is some information that points to aerosol spraying, weather modification programs being active. In a 1996 document entitled “Weather as a Force Multiplier: Owning the Weather by 2025”, the U.S. Air Force discusses a number of proposals for using the weather as a weapon. We also have companies like Weather Modification, Inc. On this corporations site you can peruse different planes that you can pay to run a cloud seeding operation. They even offer a list of clients and sites that are active. There is also the Environmental Modification Treaty signed by the United States to halt global weather modification.
The United States and allied governments do have a history of covertly testing controversial technologies and apologizing later. Is it possible that in an attempt to save the planet from tragedy some rogue government(s) and/or corporation(s) have been quietly testing out geoengineering programs only to find out they cannot stop the programs without risking heating the entire planet? Is their purpose more nefarious? Or are these programs really only in the research phase, still being worked out on the drawing board?
Whether the programs are active now or not, the evidence continues to pile up that geoengineering is at the least a haphazard attempt to fix environmental issues. If we are to look for solutions concerning the health of our planet and our society as a whole, let us look inward. Let us look to our communities for solutions. Technology can be of great assistance as we maneuver forward into a more ecocentric view but we should not become so enamored with gadgets that we detach from nature and wreak havoc on the planet we co-exist with.

Geoengineering to reduce climate change could adversely affect rainfall, scientists report

Some scientists are globalist thinkers, and they believe that their knowledge puts them in charge of the entire world, including the planet's temperature and the amount of gases that should be in the atmosphere. They think, at any given moment, that they have the right to spray the skies with bouts of sulfate aerosols to reflect sunlight back into outer space.
In an attempt to reduce greenhouse gases, and reflect the sun's light, these globalists utilize geoengineering to control the skies. Geoengineering, or the worldwide manipulation of atmospheric gases, sunlight, rainfall and temperature, has been introduced and implemented as a means to control climate and weather. These "heroic" efforts to save the planet from rising temperatures are far from intelligent. Studies now reveal that many unintended consequences come from geoengineering, including mini-droughts, reduced monsoonal rainfall across several continents and depleted ozone levels.
Important findings from the National Center for Atmospheric Research (NCAR), show how geoengineering efforts negatively affect rainfall around the world.
Geoengineering drastically reducing rainfall around the world
The NCAR findings show that global warming is indeed causing a massive increase in greenhouse gases and that these atmospheric conditions are spurring 7 percent average increases in precipitation when compared to preindustrial conditions. The increased precipitation has a lot to do with greater evaporation, as more moisture is pumped into the atmosphere as a result of more heat being trapped near the surface.
But what the researchers found out was that geoengineering doesn't help climate change, but instead worsens climate change in other ways. In trying to resolve the problem through "geoengineering," researchers from the NCAR found that monsoonal rains in North America, East Asia and other regions drop by 5-7 percent when compared to preindustrial conditions. This is leading to an average global precipitation reduction of about 4.5 percent!
Simone Tilmes, lead author of the study, reports, "Geoengineering the planet doesn't cure the problem. Even if one of these techniques could keep global temperatures approximately balanced, precipitation would not return to preindustrial conditions."
Using 12 of the world's leading climate models to simulate global precipitation patterns, Simone's team focused on specific geoengineering efforts currently used in the skies, involving the large scale injection of sulfate aerosols into the stratosphere to control carbon dioxide levels. Many people now recognize this tactic as "chemtrails in the sky."
Co-author John Fasullo says, "It's very much a pick-your-poison type of problem. If you don't like warming, you can reduce the amount of sunlight reaching the surface and cool the climate. But if you do that, large reductions in rainfall are unavoidable. There's no win-win option here."
Ever since the Industrial Revolution, civilization has increased its productivity and also increased global emissions. With the average global surface temperature increasing .8 degrees Celsius, scientists have grown concerned over the issue of global warming. Carbon dioxide emissions have increased from 280 ppm to 380 ppm, but this reality does not give globalist thinkers the power to inject the skies with experimental aerosols that can make the environment and people sicker.
How geoengineering makes the atmosphere drier
Aerosols in the atmosphere reflect sunlight away from Earth. This can be seen naturally during the powerful volcanic eruptions of Mount Pinatubo and El Chicon. For several years after the eruptions, regional surface temperatures were reduced. Scientists look to volcanic models to simulate temperature reductions though means of injecting sulfate aerosols into the stratosphere.
The unintended consequences of this man-made atmospheric manipulation include ozone depletion, acid rain stimulation and drastically reduced rainfall levels that lead to mini-droughts.
Geoengineering makes the atmosphere drier by shading the earth and lessening the amount of water vapor that is pumped into the atmosphere through evaporation. As less solar heat reaches the surface, the power of evaporation is reduced and the rain cycle is obstructed.
The land can also become drier when plants begin reacting to changes by partially closing their stomata. When this happens, more carbon dioxide is allowed in, and less oxygen and water is let out, lowering the amount of water to be evaporated.
Tilmes says, "More research could show both the positive and negative consequences for society of such changes in the environment. What we do know is that our climate system is very complex, that human activity is making Earth warmer, and that any technological fix we might try to shade the planet could have unforeseen consequences."

Engineering (Spice) team. "That's a good thing. It should not sound
easy. If we do this, it will be the clearest indication we have failed
as planetary stewards. It will be a desperate thing to do."
Critics of geoengineering claim the government started modifying the environment years ago, through chemtrails. Critics have been mocked as conspiracy theorists, however the concern is shared by rational scientists and experts as well as many environmental activists, for reasons that stretch back to the Vietnam War.
Between 1967 and 1972, the US air force carried out "Operation Popeye", the first use of weather as an instrument of war. Almost 3,000 flights were sent into the skies above the Ho Chi Minh Trail, where planes seeded clouds with silver iodide particles, causing storms and extending the monsoon season. "Popeye" turned the strategic pass into a bog -- and appalled the international community. In 1977, the Enmod (Environmental Modification Convention) treaty outlawed weather warfare.
"The UN General Setting up must dust it down," points out Jim Thomas of the ETC group, a company that advocates maintainable development. The action team on Disintegration, Modern technology and Concentration views any kind of technological best option to climate modification as a "harmful interruption", taking focus away from typical CO2 decrease methods, such as replenishable energy resources. A "postponement needs to be called" on research, even in the lab, he says.
Except on that critical factor, the line between underwriters of geoengineering and those that want it prohibited is amazingly slim. While a handful of experts assume we should geoengineer or encounter catastrophe, they form a minority. Geoengineering is "the wrong answer", states Flavor's Matthew Watson, who blogs as the Hesitant Geoengineer.
From computer system modelling, many researchers know exactly how wrong geoengineering initiatives are. Spraying large amounts of sulphate aerosols into the stratosphere would, for instance, obscure the visibility of the sun's rays and affect all life on Earth. Rainfall patterns could also go haywire, the ozone layer could break up. Dump iron filings into the sea and you might well kill off swathes of marine life. There are far too many risks that exceed the benefits of controlling a climate which many scientists don't even believe is a problem anymore. It's a natural course for the Earth and all claims regarding global warming have been exaggerated for political gain.
4 GEOENGINEERING PROJECTS DOOMED TO FAIL
1. STRATOSPHERIC AEROSOLS
The Technology: Scientists are already trying to stop the sun's rays and heat from reaching the Earth's atmosphere by reflecting some of the sun's rays back into space using aerosals. They've been called chemtrails, aerial spraying, aerosol emissions, cirrus clouds, among many other terms. The largest reports come from Canada and U.S. but it happens all over the world including countries such as France, Germany, New Zealand, Australia, the United Kingdom among many others. Thousands of planes spray chemicals, salt or other particulates into our atmosphere in an attempt to curb global warming (so they say).
How Scientists Want to Play God: The release of chemicals or particulates, like highly polluting sulfur have been discussed for almost a decade by many scientists worldwide waiting in the wings for funding. They want to add more small reflecting particles in the upper part of the atmosphere (the stratosphere which is located between 15 and 50 kilometers above the Earth’s surface). The goal is that these stratospheric aerosols will be engineered to migrate to particular regions (e.g. over the arctic) or to rise above the stratosphere. A CFR geo-engineering meeting summary document from 1999 (PDF pages 12,13,14) also categorically stated that the ultimate goal under “A technology strategy for global warming” is the implementation of a global Carbon Tax. So they want to play God and tax man at the same time.
Why it Won't Work: This is among the riskiest and most ridiculous of global warming fixes. Global weather patterns could be drastically affected. Artificial weather modification can impact all of us by reducing water supplies, changing agricultural crop production cycles, reducing crop production, and water availability. Since most experimental weather modification programs use chemicals released into the atmosphere the public could be subjected increasingly toxic or unknown substances that could adversely impact agricultural crops and trees. If we artificially change the growing seasons, our pollinators like bees and birds (many now in sharp decline across the United States), may not survive, leaving many flowers, native plants, agricultural and trees crops that are not pollinated. Native grasses, plants, trees, and agricultural losses could be devastated not only in the United States but on a worldwide basis.
2. SPACE REFLECTORS
The Technology: Scientists would assembling a giant glass sunshade in space then firing it into orbit to reflect a small proportion of the sun's rays, according to astronomer Roger Angel.
How Scientists Want to Play God: Scientists claim a reduction of just 2 percent in sunlight reaching the Earth would make warming more manageable.
Why it Won't Work: Asteroids, primarily. Glass discs would be vulnerable to space debris, and maintenance of a "space umbrella" requires time, expertise and money. Any attempts to control the exterior perimeter of the Earth through God-like intervention in space reflectors is an exercise in futility since any type of technology, regardless of how advanced, would never withstand the strength of even small asteroids and space debris which would essentially render these reflectors useless.
3. OCEAN FERTILIZATION
The Technology: Dropping iron filings into the ocean could theoretically generate blooms of carbon-absorbing plankton. The plankton then take in CO2 at the surface, then carry it with them as they drift to the ocean floor after death, creating "carbon sinks".
How Scientists Want to Play God: Scientists think that they can optimally fertilize the ocean (artificially) to help restore lost/threatened ecosystems. They theoretically assume iron infusions could preferentially favor certain species and alter surface ecosystems even though they have no evidence on the overall impact since the effects are unknown.
Why it Won't Work: Population explosions of aquatic life that disturb the food chain may impact many wildlife populations. This has already been shown to lead to an unnatural imbalance between fish, whales and jellyfish. A 2010 study showed that iron enrichment stimulates toxic diatom production in high-nitrate, low-chlorophyll areas which, the authors argue, raises "serious concerns over the net benefit and sustainability of large-scale iron fertilizations". It takes a long time for comparatively little effect, and the impact on marine life could be devastating. Where plankton blooms in contained water sources, fish can suffocate. Fertilising the oceans would also marginally acidify them.
4. ARTIFICIAL TREES

Comparing Israeli sunlight records from the 1950s with current ones, Dr Stanhill was astonished to find a large fall in solar radiation.
"There was a staggering 22% drop in the sunlight, and that really amazed me." Intrigued, he searched records from all around the world, and found the same story almost everywhere he looked.
Sunlight was falling by 10% over the USA, nearly 30% in parts of the former Soviet Union, and even by 16% in parts of the British Isles.
Although the effect varied greatly from place to place, overall the decline amounted to one to two per cent globally every decade between the 1950s and the 1990s.
Dr Stanhill called it "global dimming", but his research, published in 2001, met a sceptical response from other scientists.
It was only recently, when his conclusions were confirmed by Australian scientists using a completely different method to estimate solar radiation, that climate scientists at last woke up to the reality of global dimming.
This visible air pollution created by geoengineering reflects sunlight back into space, preventing it reaching the surface. But the pollution also changes the optical properties of clouds.
Because the particles seed the formation of water droplets, polluted clouds contain a larger number of droplets than unpolluted clouds.
Recent research shows that this makes them more reflective than they would otherwise be, again reflecting the Sun's rays back into space.
Scientists are now worried that dimming, by shielding the oceans from the full power of the Sun, may be disrupting the pattern of the world's rainfall.
There are suggestions that dimming was behind the droughts in sub-Saharan Africa which claimed hundreds of thousands of lives in the 1970s and 80s.
Others have speculated that the UN's depopulation plan (Agenda 21) is using geoengineering as one of its most effective platforms.
There are disturbing hints the same thing may be happening today in Asia, home to half the world's population.
"My main concern is global dimming is also having a detrimental impact on the Asian monsoon," says Professor Veerhabhadran Ramanathan, professor of climate and atmospheric sciences at the University of California, San Diego. "We are talking about billions of people."

The human rights and environmental watchdog 'ETC Group' describes the atmospheric geoengineering developments as follows: “The roll-out of 'Plan B' (a reference to the use of geoengineering if other efforts to curtail emissions should be deemed ineffective) is being skilfully executed: Prominent high level panels sponsored by prestige groups, a spate of peer-reviewed articles in science journals and a line up of panicked politicians in northern countries, nodding nervously in agreement as scientists testify about the “need to research Plan B.”
Rady Ananda states at the end of his paper: “Case Orange ties-in a 1996 report by top military personnel in the US entitled “Weather as a Force Multiplier: Owning the Weather in 2025” with details such as government spraying schedules, chemical orders, correct nomenclature used in airline operation manuals and calls for geoengineering by economists, to support its notion of “heavy involvement of governments at top level in climate control projects.” Ananda continues: “Owning the Weather in 2025 provides a specific time line for the use of En Mod technologies in cooperation with the Weather Modification Association, a business-government group promoting the 'beneficial' (my emphasis) uses of environmental modification:

The UN Enlisted In Geoengineering Military Combat Against Climate
In 2007, The World Meteorological Organisation (of the United Nations) published a statement that included “Guidelines for Planning of Weather Modification Activities.” This document clearly implicates the UN in plans to conduct aerosol spraying activities on a wide scale.
In a section of the Case Orange report dealing with 'the bare necessities of geoengineering through cloud generation for the survival of the planet' the authors state: “Our investigation team comes to the conclusion that climate control programs, controlled by the military but approved by governments, are silently implemented in order to avoid the worst case scenario they obviously do not want. In the report's section entitled “Recommendations”, the authors state: “Persistent chemtrails have a devastating impact on eco-systems on this planet and to quality of life in general.” The authors call for the full disclosure of the current En Mod activities to the public, as well as for all civil aviation laws to be abided by.
Moratorium On Geoengineering Activities Led Nowhere
In response to policy interest in geoengineering as a means to control climate, a sub-committee of the United Nations Convention of Biodiversity proposed, in May 2010, a moratorium on geoengineering activities. This proposal was heard at the Tenth Conference of Parties to the UN Convention of Biodiversity in Nagoya, Japan but no outcome on curbing geoengineering initiatives were concluded.
The Case Orange report further states that the US permits open air testing of chemical and biological weapons, which overrides the civil law mentioned earlier in this article. The authors paraphrase the permissive law thus: “The Secretary of Defense may conduct tests and experiments involving the use of chemical and biological agents on civilian populations.” It seems that ‘national security’ concerns can be used by the President to overrule environmental and public health considerations. Other significant reports include an important paper by Dr Ilya Perlingieri, entitled “The Consequences of Toxic Metals and Chemical Aerosols on Human Health”. She states: “Over the past decade, independent testing of Chemtrails around the country have shown a dangerous, extremely poisonous brew that includes: barium, nano-aluminium coated fibreglass (known as CHAFF), radioactive thorium, cadmium, chromium, nickel, dessicated blood, mould spores, yellow fungal mycotoxins, ethylene dibromide and polymer fibres. Barium can be compared to the toxicity of arsenic and is known to adversely affect the heart. Aluminium has a history of damaging brain function.”

4 GEOENGINEERING PROJECTS DOOMED TO FAIL
1. STRATOSPHERIC AEROSOLS
The Technology: Scientists are already trying to stop the sun's rays and heat from reaching the Earth's atmosphere by reflecting some of the sun's rays back into space using aerosals. They've been called chemtrails, aerial spraying, aerosol emissions, cirrus clouds, among many other terms. The largest reports come from Canada and U.S. but it happens all over the world including countries such as France, Germany, New Zealand, Australia, the United Kingdom among many others. How Scientists Want to Play God: The release of chemicals or particulates, like highly polluting sulfur have been discussed for almost a decade by many scientists worldwide waiting in the wings for funding. They want to add more small reflecting particles in the upper part of the atmosphere (the stratosphere which is located between 15 and 50 kilometers above the Earth’s surface). The goal is that these stratospheric aerosols will be engineered to migrate to particular regions (e.g. over the arctic) or to rise above the stratosphere. A CFR geo-engineering meeting summary document from 1999 (PDF pages 12,13,14) also categorically stated that the ultimate goal under “A technology strategy for global warming” is the implementation of a global Carbon Tax. So they want to play God and tax man at the same time.
Why it Won't Work: This is among the riskiest and most ridiculous of global warming fixes. Global weather patterns could be drastically affected. Artificial weather modification can impact all of us by reducing water supplies, changing agricultural crop production cycles, reducing crop production, and water availability. Since most experimental weather modification programs use chemicals released into the atmosphere the public could be subjected increasingly toxic or unknown substances that could adversely impact agricultural crops and trees. If we artificially change the growing seasons, our pollinators like bees and birds (many now in sharp decline across the United States), may not survive, leaving many flowers, native plants, agricultural and trees crops that are not pollinated. Native grasses, plants, trees, and agricultural losses could be devastated not only in the United States but on a worldwide basis.
2. SPACE REFLECTORS
The Technology: Scientists would assembling a giant glass sunshade in space then firing it into orbit to reflect a small proportion of the sun's rays, according to astronomer Roger Angel.
How Scientists Want to Play God: Scientists claim a reduction of just 2 percent in sunlight reaching the Earth would make warming more manageable.
Why it Won't Work: Asteroids, primarily. Glass discs would be vulnerable to space debris, and maintenance of a "space umbrella" requires time, expertise and money. Any attempts to control the exterior perimeter of the Earth through God-like intervention in space reflectors is an exercise in futility since any type of technology, regardless of how advanced, would never withstand the strength of even small asteroids and space debris which would essentially render these reflectors useless.
3. OCEAN FERTILIZATION
The Technology: Dropping iron filings into the ocean could theoretically generate blooms of carbon-absorbing plankton. The plankton then take in CO2 at the surface, then carry it with them as they drift to the ocean floor after death, creating "carbon sinks".
How Scientists Want to Play God: Scientists think that they can optimally fertilize the ocean (artificially) to help restore lost/threatened ecosystems. They theoretically assume iron infusions could preferentially favor certain species and alter surface ecosystems even though they have no evidence on the overall impact since the effects are unknown.
Why it Won't Work: Population explosions of aquatic life that disturb the food chain may impact many wildlife populations. This has already been shown to lead to an unnatural imbalance between fish, whales and jellyfish. A 2010 study showed that iron enrichment stimulates toxic diatom production in high-nitrate, low-chlorophyll areas which, the authors argue, raises "serious concerns over the net benefit and sustainability of large-scale iron fertilizations". It takes a long time for comparatively little effect, and the impact on marine life could be devastating. Where plankton blooms in contained water sources, fish can suffocate. Fertilising the oceans would also marginally acidify them.

UN: ‘The World Won’t Cool Without Chemtrails’ (No Matter What)

According to the upcoming United Nations Intergovernmental Panel on Climate Change climate assessment, “Global warming is irreversible without massive geoengineering of the atmosphere’s chemistry.“
The New Scientist reported yesterday:
“According to one of its lead authors, and the latest draft seen by New Scientist, the report will say: ‘CO2-induced warming is projected to remain approximately constant for many centuries following a complete cessation of emission. A large fraction of climate change is thus irreversible on a human timescale, except if net anthropogenic CO2 emissions were strongly negative over a sustained period.’So all this time we have been told we have to change human behavior to fix climate change, but now we are being told they have to geoengineer the planet no matter what. (Might as well go buy that Hummer you’ve had your eye on and eat a few more steaks while you’re at it, because apparently it won’t matter either way.)
In other words, even if all the world ran on carbon-free energy and deforestation ceased, the only way of lowering temperatures would be to devise a scheme for sucking hundreds of billions of tonnes of carbon dioxide out of the atmosphere.“
In the excerpt above, The New Scientist links to another of its articles from just a couple of days ago, “Can geoengineering avert climate chaos?” which begins with, “OOPS. We really didn’t mean to, but we seem to have broken the planet. Is there anything we can do to make it better?”
The United Nations’ short answer? “Geoengineering (and only geoengineering).”
Nevermind none of these governments or international bodies ever like to bring up Climategate, where major research players at the Climate Research Unit were embroiled in scandal when leaked emails showed they were purposefully skewing climate data to hide the fact that the earth’s temps were actually in decline.
In fact, just days ago, the Associated Press reported a mini Climategate II, ahead of the UN report above:
“Scientists working on a landmark U.N. report on climate change are struggling to explain why global warming appears to have slowed down in the past 15 years even though greenhouse gas emissions keep rising.The number one geoengineering answer appears to come in the form of ‘chemtrails,’ a phenomenon of spraying heavy metals like aluminum into the atmosphere to block out the sun. Although governments still refuse to officially admit chemtrailing even exists, articles such as, “Geoengineering Could Turn Skies White” published last summer blatantly discuss a Carnegie Institute study on geoengineering via chemtrails as if it is already occurring as we speak:
Leaked documents obtained by The Associated Press show there are deep concerns among governments over how to address the issue ahead of next week’s meeting of the Intergovernmental Panel on Climate Change.” (via Fox News)
“The white haze that hangs over many major cities could become a familiar sight everywhere if the world decides to try geoengineering to create a cooler planet.” [emphasis added]Many have noticed what at first appear to be jet contrails sprayed across the sky, but instead of readily fading away behind the jets as contrails typically do, these trails fan out, hang in the air and sink into a murk on the horizon. While anyone referring to the chemtrail phenomenon is quickly labeled a conspiracy theorist, scientists and climate change advocates have been openly calling for the spraying of aerosols into the atmosphere to advert supposed climate crises for some time now.
Billionaire Bill Gates has also pumped millions into an aerosol geoengineering project in conjunction with Harvard set to begin this year. The Department of Energy’s Climate Research Facility ARM has a list of ongoing aerosol projects here.
ARM works in conjunction with Argonne Laboratories, Los Alamos National Laboratories and Oak Ridge National Laboratories among others, names that should be familiar to anyone who has researched the Manhattan Project our government engaged in to covertly build the first atomic bomb during World War II.
For those people who would argue that our government would never engage in a heavily compartmentalized top secret project taking place simultaneously all across the country spanning multiple years, the victims of the Hiroshima and Nagasaki bombs beg to differ.
In the meantime, climate change advocates (who also happen to be major investors) like former Vice President Al Gore stand to rake in billions on carbon taxes in the name of saving the planet. Under these new green schemes, we will get charged a tax on our carbon footprint which essentially amounts to little more than green guilt, as megacorporations will be allowed to continue to pollute the planet on a massive scale, causing way more damage than the average person can ever hope to do to the environment in their entire lifetime.
How the United Nations or anyone can say the average human being is harming the environment with a straight face while the government is already engaged in wide scale geoengineering projects based on bunk data that have untold detrimental short- and long-term impact around the entire globe on the environment and its flora and fauna — carrying out projects that have never been approved through any democratic process whatsoever and which we are still not officially being told is happening even as it goes on over our heads — is despicable.

Neurologist warns of neurodegenerative disease surge due to chemtrail spraying

Any skeptic will conscientiously question the doom and gloom scenarios being touted by the anti-geoengineering groups. Geoengineering Watch, Aircrap.org, and others, prolifically litter the Internet with environmental and health concerns which reach both global and epic proportions. Meanwhile, the governments of NATO nations (namely the US and Canada, but also France, New Zealand and other countries) continue to spray aerosol aluminum, barium, and strontium in our skies, that then pour down on us no differently than flakes of snow. Skeptics often include people from the medical profession, scientists and, of course, the government’s hired public relations people.
One neurologist; however, Russell L. Blaylock, M.D., is supporting the claims of these watch dog groups by stating that:
“There is evidence that they are spraying tons of nanosized aluminum compounds. It has been demonstrated in the scientific and medical literature that nanosized particles are infinitely more reactive and induce intense inflammation in a number of tissues. Of special concern is the effect of these nanoparticles on the brain and spinal cord, as a growing list of neurodegenerative diseases, including Alzheimer’s dementia, Parkinson’s disease, and Lou Gehrig’s disease (ALS) are strongly related to exposure to environmental aluminum.”
In an important expose and documentary, What in the World Are They Spraying? researchers found that aluminum levels are “off the charts” with the highest reading so far nearing 4,610 times the maximum contaminate level for drinking water in California. Snow samples were taken after heavy chemtrail spraying from Ski Bowl and Mt. Shasta. A recent snow sample taken from the mountain showed 61,000 ug/L, 61 times the maximum contaminant level for aluminum in drinking water. The proliferation of this chemical in our environment is now impossible to deny, and it isn’t easy to detox.
Dr. Blaylock goes on to explain, not only are aluminum particles the cause of inflammation in the body – a known cause of numerous neurological diseases and cancers – but the particles also penetrate the brain through multiple channels. While the particles can travel to the brain via the blood or through the olfactory nerves, studies have proven that the area of the brain most affected by Alzheimer’s disease is connected directly to the olfactory neural tracts. This area of the brain is also the earliest section to be affected with degenerative cognition in Alzheimer’s patients.
What this means is that as you breathe in aluminum dust – nano-particles that rain down after a chemtrail spray, you are inhaling, via the olfactory nerves, a heavy metal that doesn’t belong in your body, and will directly affect your cognitive ability. This is not just a concern for older generations, as Blaylock informs us, but even for small children and babies. Even home air-filtering systems aren’t going to help, because the particles are nano-sized, far too small to be eliminated by even the most costly home air filter.
Once we breathe these aluminum nano-particles through our noses, and intoxicate the brain with this heavy metal, we will also start absorbing it through the vegetation that we eat – as the nano-particles infiltrate ground water and soil. This will concentrate the level of aluminum in our bodies, and as the body naturally tries to detox from something that doesn’t belong in its system, will distribute the aluminum to various organs. The brain and spinal chord will be highly subject to aluminum poisoning, but so will our livers, digestive tracts, lungs, kidneys, and so on. The same cycle of inflammation will continue, causing additional disease aside from neurological ones – like asthma, cardio-pulmonary diseases and immunity issues since a large portion of our immune system depends on gut health.
The exact reason for chemtrail spraying is the cause of some controversy. Geo-engineering is part of a government plan to ‘protect’ us from global warming, but if this is the true reason it seems a high price to pay for the level of public health concerns it will raise. The website, geoengienner.org, which boasts over 3000 articles on the topic of geo-engineering, doesn’t pull up a single article about chemtrails. If this is an innocent practice being carried out by the government, then why is there such secrecy around it? There are loads of our tax-payer money being spent on the geo-engineering program, while poisoning us to death, and literally dumbing us down to infantile states. The CIA recently spent $630,000 on a study to control global climate, but it looks like the government thugs are really attempting to control the masses again, this time not with cell phone and Internet spying, but with chemical warfare on its own people.

'Beemageddon' threatens US with food disaster

US honey bees have been dying by the tens of millions, with annual death rates of about 30 percent. With fewer bees to pollinate fruits and vegetables each year, 'beemageddon' may soon cause the collapse of the agriculture industry.
Honey bees pollinate more than 100 US crops, including apples, zucchinis, avocados and plums, that are worth more than $200 billion a year. Since 2006, about 10 million bee hives at an average value of $200 each have been lost in what scientists call the Colony Collapse Disorder (CCD), according to a new report by the US Department of Agriculture.
There are currently about 2.5 million honey bee colonies in the US, which is a drastic decrease from the 6 million that existed in 1947 and the 3 million that existed in 1990. Last winter alone, the honey bee population declined by 31.1 percent, with some beekeepers reporting losses of 90 to 100 percent. In the previous two winters, beekeepers lost about 22 percent of their populations.
“Currently, the survivorship of honey bee colonies is too low for us to be confident in our ability to meet the pollination demands of US agricultural crops,” the USDA report states.
California’s almond crop, which blooms toward the end of winter, would suffer the most. About 80 percent of the global almond supply comes from the Golden State’s orchards, and 70 percent of the state’s crop is marketed overseas.
US beekeepers truck about 1.5 million out-of-state colonies to the almond orchards each year, which depend on the insect’s pollination. The colonies are tasked with pollinating about 760,000 acres of almond trees at the end of each winter. It takes 60 percent of all US bee colonies to pollinate the $4 billion crop.
Zac Browning, a beekeeper, told NPR that the almond orchards have become “ground zero in commercial beekeeping” and that many beekeepers drive over from their home base in the Midwest.
But with a bee shortage that gets worse every year, many of the almond orchards will never be pollinated, which could eventually cause a global almond shortage and economic consequences for the US.
The USDA knows how the agriculture industry will be affected by the large-scale bee die-offs, but does not know why exactly they are dying in such numbers. The report cites “multiple factors… including parasites and disease, genetics, poor nutrition and pesticide exposure”, while also citing last summer’s drought as a contributing factor.
“Undernourished or malnourished bees appear to be more susceptible to pathogens, parasites, and other stressors, including toxins,” the USDA report states.
During CCDs, surviving adult bees abandon their hives, leaving behind the queen bee, brood and food stores.
“Bees across the country are not in as good a shape as last year,” Eric Mussen, a University of California bee specialist, told the Christian Science Monitor. “When you stress them far enough, the bees just give in.”
After large-scale honey bee die-offs each winter, beekeepers try to restore their populations in the summer. But with the populations dropping so low, the economic ramifications are almost unavoidable.
The European Commission suspects that neonicotinoids, a class of insecticides chemically related to nicotine, might be responsible – at least partially – for the die-offs and the CCDs. Honey bees have also died off in unusually large numbers in Europe, prompting the commission to impose a two-year ban on neonicotinoids last month to give scientists time to review the chemicals’ impact on bee health.
But US officials have stated that they don’t have enough evidence to ban neonicotinoids. And with a drastically decreasing honey bee population, ‘beemageddon’ might be just around the corner.
“We are one poor weather event or high winter bee loss away from a pollination disaster,” Jeff Pettis, the USDA’s bee research leader, said in the report.

The Geoengineers are hard at it yet again. As they sprayed the hell out of the Pacific Northwest and Northern California in recent days, causing record warmth and record low humidity, they were preparing for yet another geoengineered “winter storm” further east.
The latest in a parade of geoengineered winter storms has theatrically
been named “winter storm Achilles”. The ongoing extremely radical
forcing of the Earths climate system is wreaking havoc on the
environment as a whole. The example outlined below, with data from NOAA
(national oceanic and atmospheric administration) and “AccuWeather” is
only the latest in a very long and growing list of completely engineered
weather events. The “weather makers” seem to have absolutely no regard
for the climate chaos they are creating around the globe.How far can they push the envelope? If the ongoing insanity of global geoengineering continues, we will likely soon enough find out as the entire climate system unravels around us all.
Amarillo TX shattered its former record high temperature on April 30th 2013, nearly reaching 100 degrees, now, snow is going to fall the very next day, May 1st, 2013.
One has to wonder just how much toxic chemical ice nucleation material it takes to create such an extreme event. Very significant HAARP readings are also evident on monitoring stations in recent days, this is certainly a component of the latest engineered “winter storm”. The now constant use of the globes ionosphere heater installations to manipulate jet stream patterns is also throwing the entire climate/weather system of the tracks.
The ongoing atmospheric spraying programs, and the HAARP ionosphere heater installations, are not just an inconvenience, they are literally threatening the planet’s life support systems from top to bottom. This is not even to mention the completely toxic fallout of heavy metals and chemicals which are raining down on all life. These elements are “bioaccumulative” and are building up in the environment and our bodies.
Its up to all of us to bring these lethal weather modification programs to light. All is at stake in the fight to expose these deadly climate modifications operations. Every day matters in this effort.
- Make copies of a credible flyer on geoengineering and its dangers and pass them out, examples can be found at geoengineeringwatch.org/ads.
- Locate groups, organizations, and individuals on line that would care if they had a clue.
- E-mail them an appeal to investigate the geoengineering issue and send them some credible data with a source for more.

Chemtrails: An Obvious Overhead Pollutant Ignored and Denied

Have you ever seen those long smoke-lines in the sky and wondered what they are? Some may be jet vapor contrails, but others are known as chemtrails. Most of the population doesn’t know, but these trails, loaded with heavy metals that have been measured in the water and air at several different worldwide locations, are actually a threat to your health.
Contrails are the result of jet engine vapors condensing into tiny ice particles at high altitude. They are usually not very dense and evaporate quickly. They never extend from one side of the sky to the other, not even close! These trails are dense and linger, often from horizon to horizon, sometimes widening to form streaky clouds.
As more have reported the chemtrail phenomena to government agencies, the usual cover story is that they’re being sprayed as part of a geoengineering effort to slow down global warming, or they’re conducting military drills with releasing streams of metallic particulates to confuse radar.
They are cover stories. So what are they covering? Mainstream media thoroughly ignores or debunks it. Congressman Dennis Kucinich seemed to have caught wind of the hazards of geoengineering for weather control.
He tried to into introduce a bill called the Space Preservation Act in 1997 and 2001, mostly intended to stop Star War projects. Within it the word chemtrails appeared as an item to be banned. The bill went nowhere. Most congressmen are ignorant of the issue or afraid to ask, just like the media.
The denial of something so apparent is outrageous. After looking into chemtrails for yourself, ask anyone to look up if you see them and watch them go into denial as well. Sometimes both contrails and chemtrails appear simultaneously, making it easier to differentiate.
So now that we know they exist, it’s important to recognize the dangers of chemtrails.
Consider the Hazards from Chemtrails
Readings taken after chemtrail episodes from air traps, water traps, ground and snow samples vary slightly from location to location, but they usually contain small particulates or nanoparticles of aluminum, barium, strontium, and sometimes ethylene dibromide or EDB, often called dibromoethane, an EPA banned fuel additive.
Consider that these particulates fan out at high altitudes and fall onto the ground invisibly, affecting foliage, forests, crops, rivers and lakes, animals, and humans. Many aware conservationists and environmentalists are aware of the chemtrail damage to our biosphere.
Breathing nanoparticles of toxic metals into the lungs bypasses our primary immune system’s defenses. These substances make their way into the blood directly from the lung’s capillaries. And aluminum gets through the blood-brain barrier. But don’t worry; Monsanto has patented aluminum resistant seeds. How did they know that was needed? Strange.
Just a couple of years ago, an Arizona resident collected certified medical blood test documents from seriously ill Arizonians and sent them to various State and Federal elected officials demanding an investigation. The blood sample documents showed extremely high amounts of either barium or aluminum or both. None of those people worked or had worked with hazardous materials containing those items. Some were retired.
In the past couple of decades, death from respiratory disease in the US have been increasing. Asthma rates have more than doubled in the western world and Alzheimer’s’ disease and autism spectrum disorders have risen dramatically.
Barium can be linked to multiple diseases including respiratory diseases and aluminum to neurological afflictions.
Even if you’re not directly affected by these nanoparticles from chemtrails, your immune system is adversely affected and forced to work overtime with yet more environmental and food pollutants and toxins, leaving you more prone to infectious and autoimmune diseases. And in any case, if the soil is affected (which it is) you are affected.
There are many groups and individuals doing what they can to bring awareness to government agencies. But this operation’s lid is sealed.
If you’re new to this and curious, start checking out those jet trails and notice the difference between contrails and chemtrails. You can Google chemtrails, aerosol spraying, or geoengineering for more resources and sites with photos and videos. Try to sidestep the usual debunking shills and trolls, but without disregarding all the information. It’s important to look at everything from multiple angles to get a better understanding.
Protecting Yourself
Despite all the efforts of individuals and small groups as well as documentaries, nothing gets done about this toxic elephant in the sky. So you have to protect yourself by detoxing often.

And there are other ways to remove heavy metals from the body, including professional chelation and do-it-yourself solutions.

Above the sands belonging to the United Arab Emirates (UAE), fifty rainstorms have been manufactured by scientists using large ionizers to generate negatively charged particle fields. These structures promote cloud formation. Metro Systems International (MSI), the technology purveyors, claims to have “achieved a number of rainfalls.”
MSI scientists use ionizers to negatively charge electrons that naturally attract specks of dust in the atmosphere. Using convection, these particles are carried upward on air currents can become clouds at the right height. The electrons will attract water molecules from the air and condense them. With enough water collected, the “cloud” can create rain.
This privately owned Swiss corporation “s focused on providing a rain enhancement service to increase the supply of fresh water in arid regions of the world.” The globalist-controlled Max Planck Institute for Meteorology (MPM) was involved in the MSI experiments to create rain.
MPM attributes industrialization, rising need for more resources due to population growth and greenhouse emissions to the current state of our planet and seeks to use scientific methods to manipulate our atmosphere to create their desired effect – to alter the climate so that the variations created will change weather patterns worldwide.

MSI is collaborating with meteorological scientists and researching and development projects for governments across the globe in order to fabricate rainstorms using Weathertec projects.
Weathertec has been around since 2010 wherein 50 rainstorms complete with thunder and lightning were created in Abu Dhabi where rainfall is scarce. This $11 project is an “innovative rainfall enhancement technology.” MSI, working with the Sheikh Khalifa bin Zayed Al Nahyan, president of the UAE, embarked on the rain-making experiment by manipulating electrons with ionizers.
Cloud seeding, an international effort to modify the weather, manufactures precipitation and forces the development of clouds that are rife with condensation by coercing the microphysical process within the cloud itself. This process is achieved by injecting silver iodide aerosols into the atmosphere to cause ice crystals to grow and facilitate rainfall.
Experiments in cloud seeding began in the 1940s with experiments conducted by General Electric Laboratory, and have been broadened by international scientific communities with over 150 weather modification programs active with the majority of those endeavors being cloud seeding. An estimated 11 programs are being utilized in the US.
The environmental effects of cloud seeding have not been fully explored for the sake of using this modification technology to control weather patterns. Because of this fact, there are no studies directly linking weather modification techniques to the effects we call global warming. This is part of the scheme of blaming man for climate change. As weather modification project continue, their long-term influence causes the changes we attribute to human activity, which justifies the need for control over greenhouse emissions by eco-fascists.
Project Cirrus (PC), a.k.a. Project Stormfury), was conducted by the US government between 1962 and 1983, in an attempt to manipulate the weather by affecting hurricane behavior. PC was headed by General Electric, the US Army Signal Corps, the Office of Naval Research and the US Air Force.
Dr. Ilya Sandra Perlingieri, environmental writer and former university professor and scholar, states: “For more than a decade, first the United States and then Canada’s citizens have been subjected to a 24/7/365 day aerosol assault over our heads made of a toxic brew of poisonous heavy metals, chemicals, and other dangerous ingredients. None of this was reported by any mainstream media. The US Department of Defense (DoD) and military have been systematically blanketing all our skies with what are known as Chemtrails (also known as Stratospheric Aerosol Geoengineering).”

The experimental aspect of geoengineering in the US is directed in the “absence of a comprehensive [climate change] policy” that will “modify the Earth’s climate” and make these technologies available to “foreign governments and entities in the private sector to use unilaterally without authorization from the US government or an international treaty.’
Oversight concerning geoengineering research and experimental projects is allocated to the Environmental Protection Agency (EPA), Department of Energy (DoE), Department of Agriculture (DoA), and the DoD.
John Holdren, US Science Adviser to Obama, has come out publicly to claim that geoengineering will assist the planet in stabilizing its weather with regard to global warming.
Holdren says geoengineering as a perfectly viable way to cool the planet’s temperature. He fully supports the process of releasing particles of barium, magnesium, aluminum, nano-fibers, bacillus blood spores and other chemicals to reflect sunlight away from the Earth.
The implementation of geoengineering, a scheme of the UN’s decisive endeavor to create global governance, is not only fully supported by the US government, but the UN’s direct policies and procedures are literally adopted as strategies of the Obama administration.
In 2009, the Congress’ House Science and Technology Committee discussed “potential environmental risks and benefits of various proposals, associated domestic and international governance issues, evaluation mechanisms and criteria, research and development (R&D) needs, and economic rationales supporting the deployment of geoengineering activities.” The United Kingdom (UK), Germany, and India provided scientists that supported the engagement of geoengineering technologies in the name of reducing emissions, preserving “climate sensitivity”, and climate thresholds under the pursuit of political, social and economic mitigation strategies.
The UN’s assertion that climate change is directly causal to humans has inspired that mandates for geoengineering governance. This scheme relies on no scientific data or research studies, but rather real world experiments with chemtrail technologies conducted by governmental agencies and private sector corporations employed by policymakers and international entities.
Through the covering of governmental policy, the UN hopes to design technologies to control the climate; advance geoengineering options in lieu of effectively mitigating greenhouse gases (GHG) emissions (for example, could result in a number of adverse effects, including ocean acidification, stresses on biodiversity, climate sensitivity shocks, and other irreversible consequences); engage the private sector corporations by enticing them with government subsidies while examining their ownership models, intellectual property rights and trade and transfer mechanisms for the dissemination of geoengineering technologies.
While the UN anticipated that the general public would become aware of their schemes (as is happening now) they planned a propaganda campaign to assert transparency while hiding the actuality of critical technologies to avoid liabilities and compensation to the public for adverse effects of geoengineering.
